云南省投资促进局，“云南省招商引资工作委员会办公室”、“云南省重大招商引资项目协调推进办公室”设在局内。

机构组成

Organizational Structure

委员会主任由省长担任；副主任由副省长、省政府秘书长担任；成员由省政府办公厅等26个省级相关部门组成，委员会办公室设在云南省投资促进局。

It constitutes a director’s post held by the Provincial Governor and deputy directors’ post held by Vice Governor and Secretary General of the Provincial Government; its members comprises the leaders of 26 relevant provincial departments including the general office of the provincial government. The office of the Committee is located at the Investment Invitation and Cooperation Bureau of Yunnan Province.

职能职责（省招商引资工作委员会办公室）

Functions and Responsibilities (Working Committee of Yunnan Province for Investment Promotion)

贯彻落实省委、省政府关于利用外来投资的重大部署及省招商引资工作委员会确定的各项重要安排。按照省招商引资工作委员会的部署要求，拟定和贯彻我省招商引资工作规划和中短期计划。承担省重大招商引资项目协调推进办公室职责，负责省重大项目的协调督导工作。组织和综合协调各地和有关部门共同做好改善投资环境和重点项目审批、推进、跟踪服务等各项工作。研究解决外来投资和区域合作工作中出现的相关问题，协调解决省级重点外来投资项目推进过程中遇到的困难和问题。

Implement major deployments of the Provincial Party Committee and Provincial Government regarding the utilization of external investment and various important arrangements made by the Working Committee of Yunnan Province for Investment Promotion. Prepare and implement the work plan and the medium-term and long-term plan for investment promotion as per the deployment requirements of the Working Committee of Yunnan Province for Investment Promotion. Assume the responsibilities of the Office of Coordination and Promotion of Key Investment Promotion Projects and responsible for the coordination and supervision of key projects in the province. Organize and coordinate various regions and relevant departments to jointly improve investment environment as well as approval, promotion and follow-up services of major projects. Study and solve relevant issues in external investment and regional cooperation and coordinate and solve difficulties and issues in the promotion of major provincial foreign investment projects.

Investment Promotion Bureau of Yunnan Province is composed of Offices, General Department, Industry Department, Parks, Foreign Investment Department, Regional Department, and Information Department.

职能职责

Functions and Responsibilities

研究拟定或参与起草全省投资促进、区域经济合作、改善投资环境的地方性法规、政府规章草案和相关政策；研究拟订全省投资促进发展规划，落实责任分工并组织实施；协调督导省直有关部门、州市、重点园区等开展投资促进和重大招商引资项目的协调推进；统筹指导全省开展重大招商引资项目全程服务工作；为省级重大招商引资项目提供全程服务；负责受理并协调处理国内投资企业投诉工作。

Study or participate in the preparation of local laws and regulations, governmental regulation drafts and relevant policies on investment promotion, regional economic cooperation and improvement of investment environment in the province; study and draft the investment promotion development plan of the province, implement the division of responsibilities and organize the implementation; coordinate and supervise relevant provincial departments, prefectures (cities), and key industrial parks to coordinate and boost investment promotion and key investment promotion projects; overall guide the province to carry out key investment projects throughout the service work; provide full service for major investment projects at the provincial level; accept and coordinate the handling of complaints from domestic investment enterprises.

协调推进国内区域投资促进工作；指导联络云南省人民政府驻外办事机构、外省（市、区）驻滇办事机构开展投资促进工作；牵头开展外商直接投资促进工作；指导联络我省驻境外商务机构开展招商引资。承担云南省招商引资工作委员会办公室、云南省重大招商引资项目协调推进办公室日常工作。

Coordinate and boost the domestic regional investment promotion; guide and contact the Outposted Agency of the People's Government of Yunnan Province and other provincial (city, district) offices in Yunnan to carry out investment promotion work; take the lead in foreign direct investment promotion; guide and contact the overseas commercial organizations of Yunnan Province to carry out investment promotion. Take charge of the routine work of Office of Working Committee of Yunnan Province for Investment Promotion and Office of Coordination and Promotion of Key Investment Promotion Projects of Yunnan Province.
